Roles and Responsibilities

Depending on when your city enters the process, the initiative may require you to fill the following roles and responsibilities. A single person could fill the roles outlined below if assigned to the initiative full-time. Otherwise more than one person could meet the responsibilities; if this is the case, these people need help from a committee. Working in this style can help with committee members’ understanding of and support for the service initiative.

Stakeholder Coordinator

Coordinates the stakeholder process by:

  • Compiling a stakeholder list
  • Coordinating stakeholder analysis
  • Creating a final stakeholder report

Needs Assessment Coordinator

Facilitates the needs assessment process by:

  • Identifying initial members of the needs assessment committee using the stakeholder list and analysis
  • Working with this committee to:
    • Review relevant needs assessments (if they exist)
    • Select community needs assessment tool(s) and create documents for collecting needs assessment information
    • Develop a plan for the assessment (who, what, when, where, why, how)
    • Execute the assessment
    • Record the results
    • Analyze the results
    • Prepare a report detailing the results
    • Spearhead the citizen review process
    • Finalize priority needs
    • Communicate results of the needs assessment

Asset Mapping Coordinator

Coordinates asset mapping process by:

  • Identifying initial members of the asset mapping committee by using the stakeholder list and analysis
  • Working with this committee to:
    • Identify additional stakeholders to help conduct the asset mapping process and invite them to participate
    • Review asset mapping resources and choose/create templates and documents for the asset mapping process
    • Collect and organize the asset mapping data
    • Solicit citizen feedback and review
    • Finalize results and draft final report
    • Communicate results

Action Planning Coordinator

Coordinates action planning process by:

  • Identifying initial members of the action planning committee by using the stakeholder list and analysis
  • Working with this committee to:
    • Identify and invite additional stakeholders to participate on the action planning committee and/or subcommittee
    • Coordinate the subcommittee planning meetings. Each subcommittee will tackle one priority and its asset map as a section of the city service plan.
    • Write and share the service plan

Additional information about each role can be found in the appropriate section of this manual.  In filling these roles, it may be helpful to think about the following as well:

  • Who is best to fill the role? Staff from city hall or other public agencies, community organization staff, or community volunteers
  • What qualifications are needed?
    • Demonstrated ability to work with different groups, such as city management, citizens’ organizations, businesses, nonprofits, education, etc.
    • Organizational, planning, and management skills
    • Strong written and oral communication skills
  • What is the time commitment for each role? A few hours a week? A day or more per week? Are evenings and weekends required?
  • What is the duration of the role? Will the planning process take six months, a year, or longer?
